European Union Twinning Project “Strengthening the capacities of the Parliament of Moldova for EU approximation process” [MD 13 ENPI OT 02 17 (MD/28)] is seeking to recruit Resident Twinning Adviser (RTA) Assistant.
Requirements for the RTA Assistant:
• University degree (preferably in law, political science, public administration and/or management);
• Professional fluency in written and spoken English;
• Experience in project management and/or office management;
• Capacity to maintain effective document and record management;
• Excellent administering and organisational skills;
• Knowledge of accounting and financial reporting;
• Excellent inter-personal and communication skills;
• Ability to work independently as well as a part of a team;
• Willingness and flexibility to work overtime when necessary;
• Good computer skills, including MS applications (Word, Excel, Outlook and Power Point).
Please note that the Twinning Manual foresees that the chosen assistant has not been a civil servant or agent of the beneficiary institution (Parliament of Moldova) in the past 6 months calculated at the moment of the start of the project nor is on leave from the beneficiary institution to take up the position.
The following skills will be considered as an asset for RTA assistant:
• Experience in EU funded projects, especially as RTA Assistant in previous Twinning Project;
• Knowledge of parliamentary work, legislative process and approximation of law;
• Knowledge of and/or experience in Moldovan Public Administration;
• Knowledge of EU policies and institutions;
• Strong sense of initiative and responsibility.
Job description:
The RTA Assistant will report directly and will be supervised by the Resident Twinning Adviser – RTA (Head of the Project Office). Under the guidance of the RTA, the RTA Assistant is expected to carry out the following duties, among others:
• Act as a principal assistant to the RTA;
• Assist to the RTA with project co-ordination and management;
• Assist to the RTA with organization of experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events;
• Support the RTA in office management, record keeping, correspondence, bookkeeping and accounting, drafting and editing of project documents and materials, drafting minutes of meetings;
• Provide administrative support to the RTA and Project Leaders, during the implementation of the project;
• Assist RTA and Project Leaders in reporting obligations, preparation of presentations and networking.
Maximum contract duration: 24 months
Indicative starting date: 1 October 2017

Selected candidates will be invited for a written test and personal interview in Chisinau, expected to be scheduled on the week of 18 September 2017.
