IBTCI is seeking a consultant/expert knowledgeable in one or several of the following economic sectors of Moldova: (1) Wine production, (2) Tourism, (3) Light Manufacturing, and/or (4) Information and Communication Technologies (ICT). Using your subject matter expertise, conduct an assessment of the target sectors and produce a sector health report with recommendations. This assessment is expected to be conducted in June-July 2019. This position is contingent upon award by USAID/Moldova.
Scope of Work:
• Design and conduct a sector assessment of one of the target sectors:
o Design an overall sector assessment approach, which can include a mix of quantitative and qualitative methods;
o Conduct a desk research reviewing all available secondary documents relevant to the sector, including, but not limited to, official statistics, sector reports, previously conducted studies, reports of international development agencies, and other available literature;
o Conduct in-depth interviews with key informants from the sector, i.e. heads of enterprises, sectoral associations, government representatives etc.
o Make a SWOT-analysis of the sector and project a trajectory and associated timeline for further development of the sector;
o Describe specific needs of the industry for inputs to be sustainable (such as access to finance, reduced barriers to trade, increased private investment, etc.);
o Produce a sector report, which will include a clear idea of the sector future growth potential, and actions required to achieve continued growth.
• Quantitative and qualitative factors to be considered in the sector assessment:
o Contribution to GDP
o Contribution to exports; export growth; growth/perspective on non-traditional and higher value-added markets, including EU
o Contribution to employment; employment growth; wage levels and evolution; ability to create quality jobs with living wages
o Contribution to investment; potential for additional investment mobilization or attraction
o Market research of potential export markets.
o Human capital evaluation relating to number of graduates and the quality and relevance of their education
o Institutional capacity to educate the needed number of graduates in the required specializations
o Exports by sector and sub-sector
o Special factors, such as impact on regions, women and youth, innovation, value added, migration and brain drain, living standards, democratic values
o Mid-term and long-term competitiveness perspectives of the industry
o Donor assistance, which could be useful to the industry in its development trajectory (convening power, technical assistance, grants, trade support, skills development, facilitating public-private dialogue, etc.)
o Potential for contributing to competitiveness of other industries, if relevant
o Vulnerability to regulatory changes
o Vulnerability to single or few national markets
o Comparative advantages and external competitiveness of each of the sectors
o Sector feasibility studies
o Qualitative rating of export potential.
• Other duties as assigned.
